A normal monsoon at the national level can still mean drought in nineteen states.
The IMD reports rainfall as a departure from the long-period normal for each subdivision, updated through the season. The all-India figure is an average of very different local realities, and the average is what gets reported.
Read subdivision by subdivision, the 2026 season shows a familiar split: deficit across large parts of the interior peninsula and the east, surplus and flooding elsewhere, in the same weeks.
