Key points of concern

The deficit is southern, eastern and agricultural

The shortfall sits squarely on rain-fed cropping belts during the kharif sowing window. Andhra Pradesh (−37%), Kerala (−37%), Bihar (−40%), Lakshadweep (−36%), Goa (−35%), Jharkhand (−34%), Telangana (−29%) and Karnataka (−25%) are all well short with the season two-thirds gone.

Karnataka's deputy chief minister has already asked the Centre for drought assistance.

State averages are hiding the worst of it

Maharashtra reads a comfortable −4% overall, but that is Madhya Maharashtra at +22% cancelling out Marathwada at −33% and Vidarbha at −28%. Gujarat reads +12% because the Gujarat region is at +34% while Saurashtra & Kutch sits at −16%. Relief and sowing decisions taken on the state number will miss both halves.

Water storage, not just rainfall

By mid-July roughly 54 major reservoirs were below 80% of their historical storage for the date, and live storage in southern reservoirs was down about 36% year-on-year. Late-July rain has fallen mostly where reservoirs were already comfortable, so the storage gap has not closed with the rainfall gap.

Flood and deficit are running simultaneously

A deep depression crossed the West Bengal–north Odisha coast on 27 July with a red alert for Odisha, and heavy to extremely heavy rain is forecast for more than 18 states. South Gujarat, coastal Odisha, Palghar–Thane–Mumbai and Jammu are all far above normal at the same moment that neighbouring states are in drought.

Urban flood exposure around Mumbai

Mumbai Suburban is at +47% and Mumbai City +36% for the season, with Palghar at +78% and Thane +18%. That volume is arriving in short, intense bursts rather than spread across the season — the pattern that overwhelms drainage rather than replenishing it.

Treat some district figures with caution

Several districts report "ND" (no data) or values that look like gauge failures rather than weather — Sahibganj in Jharkhand shows 2.1 mm against a 560 mm normal, and Tirunelveli shows +558% off a very small normal base. Verify against sub-divisional figures before acting on any single district.
